OpenStreetMap is the most detailed map of the world. It is a 100% free and 100% of the data is downloadable. Geofabrik, one of many companies who treat and redistribute OpenStreetMap data in different forms, catering to different types of geographic data users, has a very nice collection of free ESRI shapefile data for many cities but not for Armenia.

I download the raw data every now and then and create the shapefiles myself. Click here to download the data.
